Ivo Daalder, interviewed by Ian Bremmer, extensively discussed Russia’s perception of security, asserting that the conflict between Russia and Ukraine is not destined to end with a simple negotiation or peace treaty. According to Daalder, the conflict will persist as long as Russia continues to believe that its security fundamentally depends on the insecurity of its neighbors. This mindset, rooted for 300-400 years, implies that Russia perceives the stability of neighboring countries as a threat to its own security. Until Russian leaders understand that their security is guaranteed only when their neighbors are also secure, the conflict and tension will endure. Daalder compared the situation to other historical conflicts such as that between Syria and Israel, where despite the cessation of direct fighting, the conflict remains unresolved and lasting peace has not been achieved. Therefore, even if the fighting in Ukraine stops, the overall conflict will continue until there is a radical change in Russia’s perception of security .
